Activate the "all organizations" instance of OrgBook BC #817

Please make the current prod-tmp instance of OrgBook BC with all organizations the published version, and reload the prod instance with the same data so that it will soon be the live version.

[x] - Transfer production routes to prod-tmp.
[x] - Prep for prod data reload.
- [x] - Reset BC Reg Agent data.
- [x] - Process (stage) BC Reg credentials for posting.
- [x] - Reset OrgBook data.
- [x] - Backup primed empty wallet.
[x] - Post prod credentials (reload data).
[x] - Enable scheduled posting job.
[x] - Sync indexes
[x] - Transfer production routes to prod.
