manage script to delete a topic from orgbook #891

Added a manage script to delete a topic from orgbook. Note that the Solr index is updated automatically based on django signals. Wallet creds are not deleted (this will be added in the aries-vcr version of this command).

Openshift manage script is updated but not tested (not sure how to test on my local).
