Update contact for access request to Wally #619

Describe the task currently access requests for Wally are sent to the previous PO, we need to update this so they are sent to the SO instead.

Acceptance Criteria

[ ] access requests are sent to SO instead of former PO

Additional context

When a new user logs in to the app, they can send an access request to the app admin, currently the app admin is the former product owner.
