Describe the task Resolve broken WALLY pipeline from migration of BCGOV-C to BCGOV.

Purpose to deploy new changes to WALLY.

We Scaled up the Jenkins pods successfully
We updated the Jenkinsfile.ocp4 file with the correct url: https://github.com/bcgov/wally.git (from bcgov-c)
One of the two webhooks now work
We temporarily disabled the other webhook as we don't believe it is used anymore (need to circle back to confirm)
Currently there is a "Bad credentials" error when trying to spin up the api.
There also seems to be an issue with the image missing from artifactory (Trying to pull artifacts.developer.gov.bc.ca/docker-remote/python@sha256:639a3c1c75...)

May need a separate ticket for dependency updates.

Pulling python version 3.7.7-buster from docker.io instead of artifactory.
Didn't push all the way to production on purpose for now, however it works perfectly in staging.
Tested end to end deployment by making a small change in the readMe, which then triggered the build and deploy process all the way through.
