updated broken links #30

I updated a couple of links:

The https://www.w3.org/Protocols/rfc2616/rfc2616-sec9.html link states it has been superseded. I updated it to the new link
The https://catalogue.data.gov.bc.ca/he/group/bc-government-api-registry resulted in a 404. I've removed the 'he' part of the url and link to https://catalogue.data.gov.bc.ca/group/bc-government-api-registry instead

I also updated the terminology around underscore case.
