fix broken link #53

This content was from the "classic" dev hub which we have now retired. It sounds like there is no one to 'own' these so they are frozen in time on the classic site until someone wants to bring them forward onto the new one!

updating the link so that this page isn't actively broken

Good catch, thanks @jenreiher-bcgov. We have a link checker script but don't always run it.

this was @mdunhamwilkie 's catch, I think there are other links on this page that could use that, but I don't know if this one would have been caught because the site still exists
