Updates to LCRB bundles due to BC Wallet limitations #112

Changed logo image from svg to png as the BC Wallet doesn't appear to support svg images. Changed from using regional languages to non-regional (ie en-CA to just en). The BC Wallet appears to show fr-CA for credential name and en-CA for the attribute names regardless of which language is selected in the wallet. Also updated the credential descriptions.

@andy-credivera - after reviewing the first versions, we would like the issuer and logo values updated. issuer = "Government of British Columbia" and logo = BC Gov Logo We are in the process of developing guidelines for credentials issued by the Government of BC and these are two items that came up. Please see the other credentials for a template to follow (e.g. Person Credential)
