Update startup for did registration and orgbook connection #22

@esune, Right now the answer is yes. The controller should not be aware of the ledger nor should it be registering anything on behalf of the agent.

For development purposes the agent startup script auto-registers the DID. When deployed, I have been preregistering the DIDs for the agents.
