ICOB Loading Performance

A set of issues related to the performance (speed and storage) of loading credentials in to an instance of Indy Catalyst.

Set 1:

• Overlap issuing credentials and auditing previous set of credentials
• Update the performance demo to dump storage results and try various tests using that setup to see impact on speed and storage.
• Don't encrypt the tags in the database - DONE RESULT: Did not improve storage usage.
• Reduce the size of data in the CredXchg record - DONE RESULT: Did not improve storage enough
• Try not encrypting issue credential (and possibly related) messages for public credentials

Set 2:

• Set up a tag policy for credentials that reduces the number of tags created per credential

Set 3:

• Remove the dependency in ICOB on the credential_exchange_id so that if necessary we can delete all of the CredXchg records
• Create a process to remove the CredXchg records after they are no longer needed.

Set 4:

• Define mechanism to batch messages, so that many "issue_credential" messages can be delivered in a single batch.
