Ensure all TOB updates are applied to ICOB #360

Ensure any commits to TOB are also applied to ICOB (https://github.com/bcgov/indy-catalyst).

Updates were last sync'ed on July 26 so any TOB updates since then must be manually applied to ICOB.

As far as I can tell all the changes I made directly are already in ICOB (some of the changes I made were actually being ported from ICOB to TheOrgBook, like the dependency updates).

I'll move this to done, but I am available to support @WadeBarnes and @seanadipose if they need support.
