This PR for BVPS-26 splits the create endpoint into the /regenerate and /create endpoints, as well as fixing tests and breaking db changes.

Note that the "pid" parameter in the request body has changed to "pids", and "lastName_1" is now a required field

Fixed the create endpoint and tests.
Split the endpoint into create and regenerate (same underlying function is used)
