Allows the user to scan/setup a mediator service of their choice

Acceptance Criteria

• Scan URI and check for mediator capability
• Mediator Configuration under settings, list of mediators and which one is the default one

Out of scope:

• key rotation for existing connection

This would be a really important feature, Ledger and Meditator should be configurable.
