Publish smoke test results to Rocket.Chat #761

We would like to know when the smoke test fail (and maybe pass) because they're not being minded by the team currently. To help with this, we would like the results of the smoke test run to be published to the main team channel when a they fail on the main branch.

We have a von-notifications channel that we've traditionally used for these types of notifications. We could also setup another channel if more appropriate. Having the notifications go to the main team channel may cause unwanted noise.
