Align language around WFS/WMS - JOSS UF3/#265 #267

Closes #265

This is hard, as neither the catalogue, nor the Province's Web Map Services mention WFS. So I've taken the approach of using "Web Feature Service" everywhere possible, and stating that you know there is a WFS by there being a resource with format "wms"
