Plot design changes #22

Time series plots:

horizontal grey gridlines
drop axis ticks
increase break size between years (2 right now)?
Title: "Observed Long-Term Trend in Groundwater Levels"
Change colour of missing value points: dark grey
Black text
Legend below the graph
Text annotations:
- State: [state] Trend: [numeric if non-stable, else "No Significant Trend"]

Monthly plot:

Drop axis ticks
Add grey horizontal grid lines
