A&R-> Error when entering data to "Historical" sub areas of ORCS 0281 #311

Scenario:

Navigate to the A&R on TEST environment
Log in and navigate to the "Enter Data" page
Select a year/month, the park "Tsútswecw Park" with the ORCS number 0281.
Select a sub-area that has the "Historical" tag.
Select a facility and try to add date and save the form.

Issue:

Error displayed "Failed to update report" when saving the record.

Tested on both TEST and PROD: Passed

Verified that this issue has been fixed.
