For PDR-294.

When loading an activity details accordion, the API is queried for existing variance reports for that activity. If there exists a variance report, AND the report has not been resolved, AND there are no notes on the activity, the accordion shows a variance badge and all the detail fields with a variance show an icon.

Also made a change as requested in PDR-303 where variance tooltips show immediately after loading the form instead of after hitting save.
