A&R-> Issues on the Front country camping "Enter data" form

This issue was discovered when testing the ticket: https://github.com/bcgov/bcparks-ar-admin/issues/256

Scenario:

• Navigate to the A&R Admin on the TEST environment
• Select a Month/Year, a Park, and a Sub-area that has the facility "Frontcountry Camping".
• Then select the option to edit the record and check the form to make sure nothing is missing (compared to existing PROD)

Issues:

1. The help text/instructions for the "Gross camping revenue" field are missing.
2. The help text/instructions for the "Gross 2nd car revenue" field are missing.

@manuji I still can't reproduce this based on the instructions given. The 'Gross Camping Revenue' and 'Gross Second Car' Revenue both still appear as expected.

If you're certain there's a bug, I still need more information to reproduce - date, park, & subarea used, and a screen capture/recording showing the bug happening.
