A&R -> Display no records user message instead of a loading image when loading Historical subarea data #249

Description

How to replicate:

Navigate to the A&R on TEST: A&R Admin
Log in and navigate to the Enter Data page
Select a date, Park (Garibaldi park) and a Subarea with the Historic tag
Click on the Go button and see how the data is displayed

Expected Behavior:

Should display a waiting style until the data is loaded before the user message for no data is displayed. (load spinner)

Issue:

Display the user message for No data before the data actually loads.
