Cleanup Terraform and Non-SAM Code

Description:

One of the steps in converting the A&R app to use SAM is to remove all code related to the old deployment strategy (Terraform) and the non-SAM code and its directory.

Acceptance Criteria:

• [ ] Remove Terraform from A&R
• [ ] Remove old, non-SAM Lambda function files and directories
• [ ] READMEs are updated accordingly

• [ ] Lamba functions are only found in the designated arSam directory where sam build is called
