Migration to V5

This PR implements the migration to Version 5 of the BC Gov Bootstrap theme v4 (fixes #24)

Since I'm unfamiliar with Jekyll, I approached the migration by updating HTML and SCSS files accordingly. The changes include updates to class names to match the Version 5 naming conventions, as well as the creation of certain mixins and functions that were deprecated with Version 5.

For a detailed list of changes made throughout the migration, please refer to the CHANGELOG.
