19458 - do not show/edit directors #648

Issue #: /bcgov/entity#19458

Description of changes:

do not display directors on Add People and Roles page
show directors on Review and Confirm page
add unit tests

People and Roles step:

Review and Confirm step:

Tested people and Roles step for other filing types and seem to be working as before.
