19264 Added MessageBox common component #678

Issue #: bcgov/entity#19264

Description of changes:

app version = 5.10.2
removed base SCSS and moved it into new component
added a theme colour
replaced v-cards with message-box class with new MessageBox component
added new MessageBox component
misc aleanup
updated unit tests
