18736 Fix error fetching NR after application is filed #593

Issue #: bcgov/entity#18736

Description of changes:

app version = 7.0.16a
only fetch NR if this is a draft app (not filed app)
updated display name to match usual IA filing
deleted obsolete unit tests

I have deployed this fix through to Dev and Test.

I will implement this fix in main branch as part of https://github.com/bcgov/business-filings-ui/pull/590.
