13881 Refactored alerts components

Description of changes:

• app version = 7.1.2
• created new Alerts component containing a single set of expansion panels
• refactored alert components to be a single expansion panel and use prop and emit
• moved some computeds to store
• cleaned up Dashboard.vue
• created new Alerts test suite
• cleaned up some test suites
• created NotInCompliance test suite
