New Azure params and big housekeeping cleanup #33

Renamed our folders (pulled out "Clement") and deployments so this PR will look messed up in the show changes.

For the Azure deployment, I didn't update the settings for APPLICATION_DOMAIN so there's still a but to be done there. Repos are set to upstream bcgov, branches to develop.
