Explore whether a negative value input is required for PEI for Emission Intensity Reporting #1120

Describe the task

During the Emissions Intensity Reporting Usability session, the Ops team entered a negative value for TEI for one use case. This was not factored in earlier, and the user was unable to enter the figure, and so decided to put in '0'. When PEI is 0, it indicates a 100% performance of the proponent.

This ticket was created to explore whether a negative value is necessary, if the team needs to track the exact amount - before beginning the work on making this input possible. During the dev/design sync, the need to explore the scope of this was raised.

Both the Tech Team and the Ops team can be looped in for this discussion with the developers to determine the importance of this use case's implementation in the app.

Hi @nanyangpro - based on the description above this doesn't seem to be a significant blocker for the Ops/Tech team, but rather something we should address is a future iteration. What are your thoughts?

In the interim, I've removed from the EPIC "CIF Project Emissions Intensity" as this can probably be addressed in future enhancement/continuous service delivery.

Hi @LindsayMacfarlane - This concern was raised from the usability test session with Devin from the tech team. It might be a blocker if it IS the case that a negative value may be entered for PEI, I believe our system currently doesn't support it. Thus further investigation is required.
