As a CIF user, I want to update Emissions Intensity Report fields, so that I don't have to go to the Amendments page

Description:

Broken out from 1158.

Allow users a shortcut to the fields below without following the "New Revision" workflow. In the backend, it would create a new revision of type 'general revision', apply the change and commit it. This will preserve change history while allowing quick edits to certain fields.

Acceptance Criteria:

Given I am on the Emissions Intensity Report view page When I update any of the fields below Then the changes are saved as a general revision and committed

Fields:

Status of TEIMP reporting
Report Received Date
General Comments
Post-Project Emission Intensity (PEI)
Total Project Lifetime Emissions Reductions
GHG Emission Intensity Performance (Adjusted)
Date Invoice Sent to CSNR

Backlog refinement (Feb 22, 2022): There are still a lot of outstanding questions to support moving forward with amendments and revisions. Taking a pause to do a more in-depth review/whiteboarding session before continuing with the implementation of this EPIC.
