As a user, I want a friendly error message when report end date is before report start date #1517

If a user sets an end date before the start date for the dates used to generate quarterly or annual reports, their form submission fails. They receive a generic red alert at the top of the page but no information about what they've filled out wrong. (In other forms, they receive red validation text near the field, but the dates aren't set on the same page as the "Generate Reports" button.)

@BCerki - would you consider this a bug or a new feature? We haven't yet fleshed out great error or user messaging (that's an EPIC for hopefully next quarter :) )
