As a CIF administrator, I want to add Feasibility Studies projects (FS) to the system, so I can track their funding requests and grants #1684

Description:

Having the FS stream would allow the CIF team to run program-wide budgets and other statistics. Given that these projects are managed by an external company, we don't track reports.

Feasibility studies: ability to include these projects (at a very high level) with very generic information, e.g., project type, funding amount, fiscal year, description, documents

Acceptance Criteria:

Given I am a CIF admin user When I create a new project Then I have the option to select a "Feasibility Studies" funding stream

Given I am a CIF admin user When I create my FS project Then I can fill out the following forms: overview, details, budgets, attachments (TBC??????)
