Describe the task

Create a new release version for CAS-CIF that includes the migrated Terraform code from #1887.

Acceptance Criteria

[ ] Release to -test
[ ] Release to -prod

Will release this to -test once #1887 is merged during the merge party (and it goes smoothly). Will budget half a day to this test/prod release, as there may be unanticipated issues with packeges due to infrequent releases. Will assign a planning value once we've decided on our methodology in our inceptiuon meeting Feb 13, 2024.
