Before we deploy the concurrency updates, we need to test it thoroughly in the test environment. We need to test the migrations on production data, and allow the CIF internal members to try working with the new work flow to both confirm it works as intended, and to learn how to work with it.
Once we have confirmation from them that this is in working condition, we can look to deploy to production.

[x] CIF team tested a broad variety of scenarios, particularly ones that have caused them problems in the past
