CIF: Add 2024 to "RFP Year" Drop-down List

The CIF team will soon be filing new 2024 applications so need to have an option to select 2024 from the "RFP YEAR" drop-down list.

As a CIF internal user, When I start a project, Then I can select the 2024 year

[x] add a sqitch migration
[x] Work should be exactly the same as the 2023 year in this commit: https://github.com/bcgov/cas-cif/commit/24445a05f94ab84c6e54d420fad08bc504edba9d
[x] We might want an e2e step making sure we can start a project with the 2024 year
