As a CIF administrator, I want to define the funding stream statuses for a given stream and year

Acceptance Criteria:

Given I am an administrator When I login to the system Then I have access to a funding stream statuses management page

Given there is at least one funding stream in the system and I go to the funding stream phase management page When I select an existing funding stream Then I can see the list of configured stream statuses

Given there is at least one funding stream in the system and I go to the funding stream statuses management page When I select an existing funding stream Then I can add or remove funding stream statuses

Development Checklist:

• [ ] UI: Probably something very similar to the NAICS-Product association page: The funding streams on the left, the statuses on the right in a list - with delete option - and a top box where we can add statuses.
• [ ] If projects / revisions exist where the status is referenced, then deleting is impossible
