As a CIF administrator, I want to see the list of statuses for a given stream and year so I can associate different statuses to those combinations.

Acceptance Criteria:

Given I am an administrator When I login to the system Then I have access to a funding stream statuses management page

Given there is at least one funding stream in the system and I go to the funding stream phase management page When I select an existing funding stream Then I can see the list of configured stream statuses
