Added load test for the upload route.
Added a make target to create files for load testing.
Added rate limits to load testing options (to accommodate for platform services rules for testing during work hours).
Notes:
temporarily allowed for binaries to be uploaded, they're easy to create on server in a specific size. We need to revert that after load testing.
