Update CIIP fuel charge baselines to include 5 significant digits after the decimal #2252

CAS has provided us with an updated set of fuel charge baseline values. The set we were originally provided cut off at 4 digits after the decimal place. The new values have 5 digits after the decimal place. This will align what the app is calculating with the offline review tool CAS uses.
