Refine IA Diagram from COAM

Describe the task

Following ticket bcgov/cas-coam#34 to create the initial IA diagram, let's use what we learned from our program area co-design session to refine our IA diagram.

Acceptance Criteria

• [ ] Review initial IA diagram
• [ ] Update diagram with output of co-design session and feedback on lo-fi wireframes
• [ ] Pass to PO for feedback
• [ ] Pass to developers for feedback
• [ ] Pass to SME(s) for feedback
• [ ] Iterate on feedback as needed
• [ ] Share with business area at COAM collab

Initial IA diagram can be found in the "COAM - DST Thinkspace" Miro board

moving this to next sprint backlog, we will be using the wireframes to inform the refinement of the IA diagram, as the wireframes have been more helpful in getting decisions. an IA diagram will be refined per the wireframes once we have refined the wireframes after user testing with operators.
