COAM\COAM dashboard - Links to My Compliance tabs

Description:

Clicking on one of the the links in the 'My Compliance' tile on the COAM dashboard will open one of three tabs.

As an operator, when I click on one of the three links in the My Obligation tile, each link opens to a separate tab:

• [ ] Imposed penalty link opens the Imposed Penalties tab
• [ ] Penalty summary link opens the Penalty Summary tab
