COAM\ Earned Credits - Internal user can search for EC issuances

Description:

CAS staff can search for operators that have requested an EC issuance.

Acceptance Criteria:

As a CAS staff member, given that an operator has requested an EC issuance for an operation, when I open the COAM tile on the dashboard, then the actions column says 'Review Credits Issuance Request' with a link to the request.

• [ ] As a CAS staff member, the compliance obligation grid is visible with the additional column of operator name
• [ ] On the COAM obligation grid, in the 'Actions' column, an operation with a request for ECs that has not been actioned will say 'Request Credits Issuance request', linked
• [ ] Clicking on the link will open the EC issuance request details
