Description:

An operator can download a summary of the compliance obligation grid, showing all the columns and data in CSV format.

Acceptance Criteria:

As an operator, given that I want to have a summary of all my obligations, the amount of excess emissions or under emissions thresholds, when I click the 'download' button, then I get a downloaded copy of the compliance obligation grid in CSV format.
