Determine what the API for eLicensing/COAM will look like. There are several options, depending on which one is chosen that will determine where the new fields we will need will reside.

[ ] Diagram API options
[ ] Evaluate API options (vendor creates new API, DST creates new API, or 'read' status of locked units in a compliance account with existing API)
[ ] Select API model
