Move GCP resources to TF #23

GCP resources were created while Terraform is on hold due to the cloud incident. Once we sort out our TF situation, we will need to move the resources that were created to being managed by TF.

Resources that need to be moved:

GCS bucket for dw dev
service account in GCP for that bucket
secret for the SA key in OpenShift
