Data Warehousing Preliminary Work #5

This epic contains cards about the preliminary work we can start doing regarding data warehousing. This includes procures a new namespace set, setting up a Postgres cluster and working through ingestion solutions for our known sources of data such as GGIRCS and CIIP.

The epic and cards have been assigned to the cas-review repo for now, but probably make sense to move them over to a new data warehouse repo once we set one up.
