Let's create a place to document the value & scope of in-person user research.

Acceptance Criteria:

[x] Create Microsoft Teams (Sharepoint) document
[x] Fill document in with value of research & proposed scope
[x] Get feedback from project team
[ ] Get feedback from Lindsay M
[ ] Get feedback from the Service Transformation Branch (Kevin + Kelsey)
[ ] Iterate on feedback, if needed

Outcomes of ticket:

Get some documentation started that we can share with others
Share for initial feedback with key stakeholders
