Establish and document best practices for use of the styled-jsx package for adding styling to React components in our codebase(s).
Acceptance Criteria
[ ] research online for existing best practices specific to styled-jsx
[ ] where there are gaps in existing best practices, or where there is a need for CAS-specific guidelines, document them
[ ] create a doc for developers in /docs (which repo?) to establish shared best practices for the team
Additional context
TBD: should existing code in other repos be refactored to improve usage of styled-jsx?
We want to avoid overuse of the :global override (it will be necessary in some cases, but want to make sure it's not used too much as it can create conflicts when there's too many instances of an override)
