Initial exploration of data architecture for reports #244

The reporting app needs to allow users to fill, amend and correct reports.

This card is about exploring strategies to store report data:

storage location
data format
integration with program data

The architecture will need to support

[ ] data entry
[ ] save-on-type (?)
[x] report versioning
[x] report update
[x] report freezing when submitted
[ ] ...?

Outcomes:

multiple strategies
pros and cons
a recommendation

Recommendations about configuration and report structure are part of the series of whiteboarding sessions the team has been doing. See miro board named "Whiteboarding_2024_04_12"

@patriciarussellCAS the initial exploration was done. We did 2 whiteboarding sessions and have a plan on how to continue, we can mark this card done.
