This workshop will help reconcile requirements from both CSNR and IRC, so that we can create user stories for COAM

[x] what are the finance system requirements? how will our process work with the financial administration act.

Oustanding questions:

[x] can there be flexibility with how much an operator pays and when? can an operator pay the cash amount in batches instead of all at once?
