As an external user, I have the ability to meet my compliance obligation by cash, earned credits, or offset credits

• [ ] Given that I am on my compliance obligation grid, when I click on manage compliance obligation link, I am brought the compliance obligation page
• [ ] Given that I am on my compliance obligation page, I see 3 buttons: Remit Earned Credits, Remit Offset Credits, and Make Cash Payment
• [ ] Given that I click Make Cash Payment I am brought
