Wireframes for invalidating BORO IDs

Once agreements are achieved between Moose & Giraffe designers on the wireframes based on the finalized IA, more detailed wireframes are needed for invalidating BORO IDs to allow starting the feature development work for Reg Pt. II.

AC:

[ ] Review and discuss the BORO ID invalidation process map
[ ] Create wireframes to showcase the BORO ID invalidation related pages and processes
[ ] Collect feedback from PO, developers and business area
[ ] Refine wireframes to address feedback
[ ] Create user story tickets with the design linked for development

@zoeyli-46 flagging this ticket in the backlog. I think we may need to revisit this with Devs in a few sprints (so not right away) to clarify what the business needs are around invalidating BORO IDs.
